Job Description

PURPOSE OF THE CLASSIFICATION: Performs administrative work involving coordinating, planning, implementing and supervising all airport activities including airport safety, facility maintenance and compliance inspection. Supervision is exercised over all airport safety, maintenance and administrative personnel. ESSENTIAL TASKS: Assists in providing effective leadership, direction and vision in the comprehensive development of the overall plan of programs and services of the airport. Directs operation of the Davis Field Airport including safety and facility maintenance and inspects operations to ensure compliance with standards set forth by the FAA. Plans, directs and reviews fire prevention, security and maintenance procedures to determine adequacy and recommends improvements for safety and protection of airport property/personnel. Prepares long-range plans and policies for development and construction of airport projects, facilities and proposals; makes recommendations in support of these plans. Prepares airport budget; oversees the requisition, purchase and maintenance of equipment, grounds and facilities. Cooperates with other City departments with regard to capital improvements and projects. Informs City administrators of significant airport activities. Negotiates for improved airport services and fuel flowage fees; compiles data on airport operations to support negotiations. Applies for and monitors airport grants and coordinates project work with consultants, tenants, and city and departments. Compiles and renews various safety and security manuals as required by the Federal Aviation Administration. Represents the City and airport with various local and aviation-oriented organizations. Serves as an advisor to the Airport Board. Manages aircraft hangar and facility lease agreements and coordinates with the City Treasurer on billing and collections. Handles press and media inquiries, participates in press conferences and airport public information programs through Public Information Officer. Works with City Attorneys Office on legal matters which pertain to airport operations. May be called upon to operate tractors, brush hogs and lawnmowers for facility maintenance. Prepares operating reports and summaries as required. Selects, orientates, trains, assigns, schedules, coaches, counsels and disciplines employees; communicates job expectations; plans, monitors, appraises and reviews job contributions; enforces policies and procedures. Supervises office and field employees to ensure adherence to quality standards, deadlines, proper procedures; corrects errors or problems. Operates office equipment such as fax machines, copiers and phone systems and uses computer for spreadsheet, word processing, database management and other applications; learns to operate new office technologies as they are developed and implemented. Performs other work as necessary and or as assigned. Must report to work on a regular and timely basis. REPORTING RELATIONSHIPS: The Airport Manager reports directly to the Assistant City Manager. The Airport Manager supervises all seasonal employees assigned to the airport. QUALIFICATIONS: Training and Experience: Possession of a Bachelors Degree in Business Administration or related field and six (6) to eight (8) years related aviation experience with at least five (5) years in a supervisory capacity; or any equivalent combination of training and experience. Knowledge, Abilities and Skills: Knowledge of airport operations, safety and maintenance processes and procedures. Experience speaking to and writing for boards, commissions, media representatives and senior corporate officials. Ability to coordinate contracts and leases and to prepare and recommend long-range plans and policies. Ability to direct, supervise, hire and evaluate subordinate personnel and to establish effective working relations with the public and other City employees. Ability to coordinate public relations of airport facilities. Excellent work history and attendance record. Demonstrated knowledge of standard office routines and procedures and of principles and practices of office management and supervision. Must be proficient with computers and other office equipment with considerable knowledge in WordPerfect and Microsoft programs. Occasional lifting and carrying of objects up to twenty (20) pounds. Occasional reaching, balancing, stooping, kneeling, crawling, twisting, handling and repetitive movements. Vision, speech and hearing sufficient to perform essential tasks. Punctuality and reasonable attendance is essential. Must submit to drug screening and fitness to work physical exam. Licenses and Certificates: Possession of a valid Oklahoma Drivers License is required. WORKING ENVIRONMENT: Work in this classification is primarily indoors in an office environment. Will travel to other City locations and do field inspections as required. Notice: This classification is a safety sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or the Oklahoma Medical Marijuana laws. As a safety sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana license will not excuse you from the testing process, or the consequences of testing positive for marijuana.
